Zum nächstmöglichen Zeitpunkt suchen wir Sie als Referent/in Policy & Partnership (m/w/d).
Die Stelle ist im Bereich der Internationalen Zusammenarbeit des DRK-Generalsekretariats angesiedelt und dem Team Fachliche Entwicklungen und Innovation zugeordnet. Sie ist dort Teil des DRK-Projekts „Vorausschauende Hilfe weltweit 2026-28“ und im Sachgebiet Anticipation Hub verankert. Der Anticipation Hub ist die zentrale globale Wissens-, Austausch- und Vernetzungsplattform für vorausschauende Hilfe (Anticipatory Action). Er vereint mehr als 170 Partnerorganisationen aus dem humanitären, wissenschaftlichen und politischen Bereich. Ziel der Plattform ist es, vorausschauende Hilfe nachhaltig im internationalen humanitären System sowie in staatlichen Strukturen zu verankern und ihre operative Relevanz durch kontinuierlichen Austausch, gemeinsames Lernen und strategische Weiterentwicklung zu stärken.
Als Referent/in „Policy & Partnership“ stellen Sie sicher, dass das Thema vorausschauende humanitäre Hilfe weiterhin global sichtbar und politisch anschlussfähig bleibt. Zugleich wirken Sie daran mit, den Anticipation Hub strategisch weiterzuentwickeln und die Zusammenarbeit innerhalb seines wachsenden globalen Netzwerks zu stärken.
Die Position verbindet inhaltliche Arbeit mit Koordinierungsaufgaben, strategischer Interessenvertretung und Vernetzung. Sie tragen maßgeblich dazu bei, gemeinsame Positionen mit unseren globalen Partnern zu entwickeln, diese in internationalen Foren, Konferenzen und politischen Prozessen zu vertreten sowie die Zusammenarbeit innerhalb des Netzwerks des Anticipation Hub gezielt zu fördern und weiterzuentwickeln. Gleichzeitig sind Sie dafür verantwortlich Partner eng in die Arbeit des Hub einzubinden, den Austausch zwischen Partnern zu fördern und sicherzustellen, dass die Arbeit und Inhalte der Partner auf der Hub Plattform sichtbar sind. Damit leistet die Stelle einen wesentlichen Beitrag zur Profilierung und Weiterentwicklung des Anticipation Hub.
Es handelt sich um eine Vollzeitstelle (39 h/Woche). Das Stellenangebot ist zunächst bis zum 31.12.2028 befristet. Eine Verlängerung des Arbeitsverhältnisses wird angestrebt.

Position and team
We are looking to recruit a Policy & Partnership Manager (m/f/d) as soon as possible. The position is based in the International Cooperation Division of the German Red Cross National Headquarters and the Knowledge & Innovation Department. It is funded by the GRC project “Anticipatory Action Worldwide 2026–2028” and part of the Anticipation Hub unit.
The Anticipation Hub is the central global knowledge & exchange platform for anticipatory action. It brings together more than 170 partner organizations from science, policy and practice. The platform aims to sustainably embed anticipatory action in the international humanitarian system as well as in government structures, and to strengthen its operational relevance through continuous exchange, joint learning and advocacy.
As Policy & Partnership Manager, you will ensure that anticipatory action remains globally visible and politically relevant in policy discourses. At the same time, you will contribute to the further strategic development of the Anticipation Hub and help strengthen collaboration within its growing global network. The position combines technical work with coordination, strategic advocacy and networking.
You will play a key role in developing common policy positions with our global partners, representing these positions in international forums, conferences and policy processes, and actively promoting and further developing cooperation within the Anticipation Hub network. At the same time, you will be responsible for closely engaging partners in the Hub’s work, fostering exchange among partners, and ensuring that partners’ work and content are visible on the Hub platform. In this way, the position makes an essential contribution to the profile and further development of the Anticipation Hub.
This is a full-time position of 39 hours per week. The position is initially limited until 31 December 2028 and based in Berlin. An extension of the employment contract is envisaged.
Your responsibilities
**•****Evidence-based policy work:**Making practical experience visible and developing and refining policy narratives to strengthen anticipatory action; developing, coordinating and technically supporting policy and position papers; translating scientific analyses, practical experiences and strategic insights into targeted policy messages and action-oriented recommendations.
**•****Strategic advocacy:**Designing, organizing and supporting technical events, as well as representing the Anticipation Hub at high-level international forums, conferences and policy processes, such as UN Climate Change Conferences or global platforms for disaster risk reduction, in order to further advance the anticipatory action agenda.
**•****Coordination with partner organizations:**Leading the coordination of joint activities and positions to strengthen the Anticipation Hub and ensuring a coherent and effective external profile with partner organizations, particularly in the context of international conferences and joint advocacy work.
**•****Networking and partnership management:**Expanding, maintaining and strategically developing the Anticipation Hub’s global network, including with international organizations, research institutions, donors and government partners. Maintaining close exchange with relevant stakeholders within and beyond the Red Cross and Red Crescent Movement, as well as with other strategic partners.
**•****Promoting exchange among partners:**Supporting exchange among partners, for example by organizing formats such as Community Conversations, and ensuring the continuous integration of partner content.
**• Cross-cutting collaboration:**Ensuring a cooperative, partnership-oriented and strategically aligned approach across all these tasks in order to strengthen the international anchoring of anticipatory action.
Your profile
• A completed university degree, preferably in political science, international relations, social sciences, development cooperation, humanitarian action, public policy or another relevant field.
• Several years of relevant professional experience in policy, advocacy, partnership management, network coordination or strategic cooperation, preferably in a humanitarian context.
• Very good knowledge of anticipatory action and its political, strategic and operational integration into international structures and processes would be a strong asset.
• Good understanding of international humanitarian structures, processes and debates, as well as knowledge, experience or interest in related thematic areas such as disaster risk reduction or climate risk management.
• Experience in designing, steering and implementing events, dialogue formats or exchange processes with international partners and high-level stakeholders.
• Very strong analytical and conceptual skills, as well as the ability to translate complex content, scientific findings and practical experience into clear policy messages tailored to different audiences.
• Strong skills in building, maintaining and strategically developing partnerships and networks in an international and intercultural environment.
• Excellent communication and writing skills, as well as experience drafting strategy papers, position papers, briefings or other audience-specific written formats.
• Confident and professional manner when working with international partners, political actors and institutional stakeholders, as well as strong diplomatic skills in consultation and coordination processes.
• Structured, independent and reliable working style, combined with a high level of organizational ability, cooperation skills and strategic thinking.
• Strong team orientation, high willingness to cooperate, and the ability to communicate respectfully and in a culturally appropriate manner.
• Experience in developing, coordinating and communicating strategic positions, policy messages or shared narratives with different partner organizations.
• Very good written and spoken English skills; the working language is English. Knowledge of German is a strong asset. Additional language skills, particularly Spanish, French or Arabic, are an additional advantage.
• Willingness to undertake occasional international business travel. Fitness to travel to tropical and other challenging environments.
